Abstract

The Organic Law of Higher Education of Ecuador establishes as the main function of the national educational system the guarantee of the right to higher education through teaching, research, and its link with society to ensure growth in the levels of quality, excellence, and relevance of academic training (LOES 2018). According to the General Report of reflections and contributions in the framework of the 47th UNESCO International Conference on Education (2004), the concept of quality of education cannot be defined decisively, so there is no single concept for education. In this sense, the objective of this article is to analyze the scope of the strategies used by the Higher Technological Institutes of Ecuador for quality assurance through the articulation of the substantive functions of higher education. As a field of action, the research assumes the South American Private Technological Institute to develop a qualitative, analytical-descriptive study that is carried out taking as a theoretical reference the approaches, methods, and criteria set out in the Report (Unesco-oie 2005) to address the quality of the education. As a result of the research, a system of actions is generated to articulate the substantive functions in university technological institutes.
