Change Management in Baitulmal Administration: The Case of Selangor State Islamic Religious Council

Baitulmal is typically known as one of public wealth management institutions in Malaysia. The scarcity of research focusing on the practices and management of Baitulmal institutions signals inadequate understanding particularly the dynamism of Baitulmal’s administration and structural changes concomitantly with the demands poses by its institutional environments. Thus, the objective of this research is to identify the institutional factors that exert the change in the roles and practices of Baitulmal. The research adopts a case study method and data were collected through interview and reviews of documents. In the present case, a normative pressure was observed to be the force that pushes the organization to reinvent its administration structure by virtue to becoming more effective and efficient in delivering its services to the customers. The structural change occurred has imputed the corporatization and privatization of two MAIS main services (i.e. waqf and zakat) that consequently devised the new roles and functions of Baitulmal in providing more efficient services to the Selangor’s Muslim community. This research attempts to contribute to the Islamic financial management literature, in the context of developing countries.
